I am not sure yet if this only applies to those living in the UK but I do know when you do it here that you have to also have some kind of permission or you cannot change your number to another phone. Of course they probably charge a fee to do it, but perhaps if I read this right when you have a Pac code or a Port Authorization code you can do it for free in Australia as long as you are at the end of your obliged service with that provider. I imagine they make a lot of money off some people who switch early and pay the fees.
